Breaking News

We just learned that Judge Lamberth has granted us intervenor status in the case brought by Revolution Wind to overturn the stop-work order. This means that Green Oceans will have a seat at the counsel table this Monday in DC for the hearing on the Revolution Wind’s Preliminary Injunction Motion to reverse the stop-work order. Today we are filing a similar motion to intervene in the case brought by the RI and CT Attorneys General.

Recent Developments

Stop-Work Order on Revolution Wind

On August 22, 2025, the Bureau of Ocean Energy Management (BOEM) issued a stop-work order for the Revolution Wind project, citing national security concerns. Read the official order here.

While the order invoked BOEM’s regulatory authority, it did not identify any violation of law, safety issue, or imminent threat. There is an open-ended review period that could either result in the project’s restart or permanent halt, pending legal challenges and federal decisions. No definite timeframe has been provided, as the halt is intended to persist “until the agency completes its review of the project”.

Legal Update

Summary Judgement Filing

On September 3, 2025, following the stop-work order, Green Oceans filed a motion for summary judgment requesting the Court to vacate and remand federal approvals for the Revolution Wind offshore wind project, moving our case into its decisive stage after two years of persistence in this legal fight. As a reminder, Green Oceans first filed suit in January 2024, alleging that BOEM and other federal agencies short-circuited the law when they approved Revolution Wind’s permits to build 65 turbines and two offshore substations covering 83,798 acres of pristine ocean habitat on the Outer Coastal Shelf. Since then, the coalition has grown to include 37 co-plaintiffs and a wide range of allies – from fishermen to whale advocates and members of the Wampanoag Tribe of Gay Head (Aquinnah) — all united by a commitment to protect the ocean.

Green Oceans’ claims span six statutes, including the Outer Continental Shelf Lands Act (OCSLA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Clean Water Act (CWA), and National Historic Preservation Act (NHPA).

• Request that they withdraw their lawsuit against the Bureau of Ocean Energy (BOEM) Stop Work Order for Revolution Wind.

• Let them know you support the stop-work order for Revolution Wind, and that you are opposed to their suit to overturn it.

• Let him know that the BOEM is right to examine issues that were not properly considered in the permitting process of Revolution Wind, including:

• National security issues

• Impacts on fisheries

• Violations of the Outer Continental Shelf Lands Act (OCSLA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Clean Water Act (CWA), and National Historic Preservation Act (NHPA).

• The omission of a Decommissioning Bond to pay for removal of the turbines at the end of their lifespan

Environmental Tip

Here are a few sustainable ways to stay warm and comfortable during fall and winter without using too much energy:

• Lower the thermostat and use a programmable model to reduce energy use. Set it cooler at night and when away—let cozy blankets keep the warmth in while you sleep.

• Cover windows with insulated curtains or blinds to keep cold air out and warm air inside.

• Add area rugs to cold floors like tile or hardwood for extra insulation and warmth.

• Seal cracks and gaps in your home—especially around doors and windows—to prevent heat loss.

• Close doors to unused rooms to focus warmth where it’s needed most.

• Snuggle up with a warm, sustainable blanket—bamboo blankets are soft, renewably sourced, and help regulate temperature for eco-friendly comfort.

These small changes can help reduce energy consumption and environmental impact while keeping everyone warm!
